History of Newman Park

This is a short history of the developers of the HighlandPark subdivision, Newman Park, and when the houses in the immediate area of thepark were built.

The Highland Park subdivision was built by one of El Paso’spioneers, Ezekiel “Zeke” S. Newman who brought his family to El Paso around1882. He founded Newman Investment, a real estate company that later includedhis son, Charles M. Newman, and son-in-law, C. J. Mapel. Around 1900, NewmanInvestment began to develop the Highland Park area, which included around 140blocks.

An early map of Highland Park shows the city limits at Savannahand Louisiana and a streetcar line the follows roughly the same route as theHighland Park bus today.

In 1907, Zeke Newman built a house as a wedding present forhis daughter and son-in-law, Myra and C. J. Mapel, at 2631 New Orleans (Todaythis is the house at the NW corner of Altura and Louisiana. New Orleans Streetwas renamed Altura around 1920). ZekeNewman lived there with the Mapels until his death in 1913.

In 1908 Newman Investment donated the 1.5 acres that becameNewman Park. It was one of the largest gifts given to the city at the time andincluded a stipulation that all property owners around the park invest a minimumof $3000 in their houses.

Around 1910, Zeke’s son, Charles M., built a mission-stylehome at 2601 New Orleans (today the NE corner of Altura and Alabama). Charles and his family lived in the houseuntil his death in the early 1940s. Barbara Leigh Rees, who grew up in the sameblock as the Newman house and lives there today, remembers Charles Newmantelling stories of lights on the mountain from what he said were Indiancampfires.

It would be 10 years before the next house was built acrossfrom the park. In 1920 Robert E. McKee, the world-renowned contractor, builthis two-story Federal-style house at 2630 Richmond. Six more houses went up inthe 20s and 30s, five in the 40s and 50s, and two more in the 80s and 90s.

An early map of Highland Park indicates the name was calledNewman Park. Many articles in the El Paso newspapers refer to the park asNewman and local residents knew it by that name until the early 1960s when thecity put up a “Highland Park” sign. In1967, City Council officially changed the name from Highland to Newman to honorthe original donor family.

Park Tidbits

Some of the many events held in Newman Park include churchand club picnics, dance concerts, plays, quilting club parties, Easter egghunts, ice cream socials, and watermelon feasts.

Concerts were also popular. In June 1937, 300 peopleattended a concert in Newman Park, the first of a series of Federal Music Project concerts. [More information on the Federal Music Project.] The WPA concertswere held throughout that summer, in Newman Park on Monday nights and in KernPlace Park on Thursday nights. There was a WPA mariachi orchestra as well as aconcert orchestra.

In the summer of 1947, 150 Cub Scouts pitched tents in thepark for a

three-day camp out. After metal-working, paper maché activities, and song sessions, theyclosed off Alabama near the park for a soap box derby.

Another street, Richmond, was closed next to the park in May1931 for the El Paso Garden Club’s flower festival.

Around the same time, neighborhood residents complainedabout tourists camping in cars around the park and on vacant property near thepark. Maybe because of this, the park commissioner sent a watchman whounfortunately began chasing neighborhood kids out of the park. Dr. B.U.L.Conner, who wrote a humor/commentary column for the Herald Post, complainedthat “this was a blow to the Conner and other kids of Highland Park as they hadbeen playing hide and seek in the park for a long time. It appears that thepark is being kept sacred for the benefit of those who have nice homes on theavenue. Who pays for the upkeep of the park, and why can’t children of thetaxpayers play in it? If Hugo Meyer (park commissioner) thinks he’s going toforce the Conner kids to hang around the Conner home, instead of getting rid oftheir pent up energy in the park, he’ll find out the Mrs. Conner is prettyexpert at mind changing."

The West Texas HIDTA (High Density Drug Trafficing Areas) Stash House unit would like to remind the public ofpossible indicators of a stash house:

1) Rental homes

2) Attached garages

3) UnkeptYards

4) Littleor no furniture

5) Occupants keep to themselves (not visible ona daily basis)

6) Occupants will not hold a normal pattern oflifestyle

7) Different vehicles (especially vans andpickup trucks) entering and exiting the garage

8) Vehicles arriving at the stash house willhave different out of state plates (Texas, New Mexico, Mexico, and paper “buyer” or“dealer”)

9) Sudden activity in the home after days orweeks of not seeing anyone at the home

10) Accumulationof advertisements on the front door

11) Occupantsdo not usually put their trash out for regular collection, but instead preferto dump it at another location themselves.

These again are some of the typicalindicators of a stash house, and these indicators alone do not necessarily meanthat the occupants of the home are running a stash house. As a generalrule, if residents believe there is suspicious activity in a home in their area, they should call the West Texas Stash HouseUnit at 629-8600 or Crime Stoppers at 566-8477(TIPS).

Sweet Chow Mix Seeks Loving Home with Plenty of Space

This beautiful Chow has been rescued by a caring neighbor.The previous owners neglected him and did not feed him. They often left the dogalone and tied down for days at a time without food or water. He does well withother dogs but needs space and someone to exercise him. He has been described as an excellent watchdog and very trainable but needing affection. He is hungry for humaninteraction. Newmanistas Celebrate Christmas

Celebrating Christmas just comes naturally for Newmanistas. Starting with a Christmas party and caroling, they then gathered to assemble and deliver luminarias.

Last Wednesday, December 21st, many Newman Park neighborhood folk got together at the home of Becky and Michael Friesenhahn for hot chocolate, cookies, Santa and storytelling. Afterwards they went from house to house caroling.

Eddie Holland accompanies caroling practice on his flute. Association Ex-President, Lynn Coyle, conducted the Newmanista troubadours, the envy of the Mormon Tabernacle Choir.

Santa arrives! Many thought that Santa was a dead-ringer for NPNA Treasurer, Robert Taylor.

On Saturday, Christmas Eve morning, Newmanistas gathered to assemble and then deliver luminarias. The day before, nearly 3 inches of snow fell in the El Paso area. With light snow and rain on the 24th, some families elected to light luminarias on Christmas Day.

Neighborhoods May See Increase in Parking Citations

Code Inspectors to Issue Parking Citations

El Paso, Texas – Code Enforcementinspectors now have the authority to issue parking tickets, the City of El PasoEnvironmental Services Department announced.

Anordinance amendment to Title 12 adopted earlier this month by City Councilempowers inspectors to issue parking citations. Fines will vary depending onthe parking violation. Before the change only police officers could issuecitations for all parking violations.

Thoughthe ordinance amendment is now effective, the Environmental Services Departmentwill provide a short grace period before the citations are issued to allow forpublic outreach.

Codeenforcement inspectors will begin issuing parking citations in January2012. In the meanwhile, they will continue to issue warning notices forparking violations while patrolling neighborhoods within the city limits.

“Everyday our code enforcement inspectors encounter parking violations and they leavewarning notices. Unfortunately, sometimes notices are not enough to changepublic behavior,” Environmental Services Director Ellen Smyth said. “Now, ourinspectors will be able to respond to the violations by ticketing vehicles,particularly those obstructing the public’s access to sidewalks, blockingdriveways or parked on unapproved surfaces, such as lawns.”

Thepublic may report violations by calling 915-599-6290.

2012 Quality of Life Bond

The City of El Paso is soliciting ideas for the 2012 Quality of Life Bond. You can find more information on the bottom of the City's home page. Representative Susie Byrd wrote this to all of us:

Hello,

The City of El Paso wants to bring a Quality of Life Bond Election to the voters for consideration in November of 2012. We are in the process of soliciting ideas and priorities from constituents about the projects they would like to be considered for the bond election. As you know, we fund the repair of existing infrastructure (streets, facilities, etc) using Certificates of Obligation that are authorized by the City Council. For new quality of life projects that would require new capital and new investment in operations, we take those items to the voters for their approval. The last Quality of Life bond initiative was authorized by the voters in 2004.

There is a lot of demand out there for new projects so the next couple of months will be spent prioritizing those projects and determining what projects will be included on the list for the voter’s consideration. Can you take some time to either email me your ideas or provide your comments online at www.elpasotexas.gov (there is a submission form and additional information about the bond election towards the middle of our home page)?

It is our hope to be able to fund a signature project for Downtown, one that will flip the switch for Downtown and our economy. There are several ideas floating around including: an arena, a trolley project, further improvements in the streetscape of Downtown... What do you think? What else should be considered?

There will also be new projects made throughout the city to improve the quality of life in neighborhoods. I’m hoping the focus for these dollars will be in building new parks, recreational facilities and libraries for those neighborhoods that are underserved. District 2 residents, please give me some ideas about priorities for our district. I’ve been cataloguing requests over the years, waiting for this very moment. I’ll need your help figuring out what needs to get on the list.

District 2 proposals listed in order of how often I get requests are:

Rec center towards the southern part of the district to serve neighborhoods between Grandview Park and Memorial Park

Soccer fields throughout district, but particularly in Lower Dyer neighborhood, maybe a soccer complex on Airport land

New park at Radford (PSB purchased the land in this area that was identified as having inadequate park access and is willing to let us use the part that they don’t need as a park)

Pave remaining alleys

Skate park towards southern part of the district

Quiet Zone in Five Points neighborhood

Trowbridge street improvements to slow traffic

Convert Monroe and Van Buren to two way traffic to slow traffic

Yet another way to buy locally for the holidays is buying work done by our local artists. If you really want to get local, then know that Newmanista and Newman Park Neighborhood Association Board member, Cindy Milazzo, will be exhibiting and selling some of her art at the upcoming exhibition and sale of art by more than twenty students of the Titovets Art School of Alexander and Lyuba Titovets.

The sale is this Thursday, December 8, from 5 to 8 p.m. at the One for Life Ministries Church on 1060 Doiniphan Park Circle, Suite F behind the Vista Quality Market on Doniphan and Sunland Park.

Painting by Marina Savitsky, mother of Lyuba Titovets. Marina's work has been shown in many exhibits, including a one-woman show this year at the Chamisal gallery and at the Crossland Gallery downtown.

City to "Fix" Memorial Park Tennis Courts

Recently the City of El Paso finished re-doing the tennis courts at Memorial Park. The courts were in desperate need of repair. Unfortunately, the work done on them was sub-standard and frequent tennis players began to complain about the poor quality of the courts. Now the City is fixing the situation. In an email to Neighborhood Association Presidents, Representative Susie Byrd wrote:

Please share [message from Alan Shubert, City Engineer below] with your association. This project was mismanaged and not built appropriately. The City is fixing. They are also correcting for the mismanagement to make sure it does not happen again.

Also, I’ve received some complaints from neighbors in the immediate vicinity about the fact that people can turn on the lights and that some folks are staying out there past the time the park closes. We are fixing that too. There will be a timer that shuts down the lights at 10pm.

Here is Alan Shubert's email message to Debbie Hamlyn, Assistant City Manager, regarding the Memorial Park tennis courts:

The Engineering and Construction Management Dept. and the Parks and Recreation Dept. have been working since early November on issues that have arisen with the installation of the new tennis courts at Memorial park. In the time since we were advised about the problems with the court construction we met with independent professional engineers, contractors and suppliers to investigate what alternatives were available to resolve the problems. They made several suggestions which we took into consideration in deciding on the best approach. Subsequently, we looked for procurement options to allow us to hire a contractor in a timely manner.

The tennis courts will be overlaid with 2” of HMAC (Hot Mix Asphaltic Concrete), separated from the concrete and expansion joints with a geotextile fabric. We have chosen Hellas, a nationally experienced firm in the construction and re-construction of tennis courts to perform the work. They have built many successful projects in the City of El Paso for EPISD, YIST, Ft. Bliss, and recently competed one at Clint. They are scheduled to begin work in early January. The duration required for the work is 8 weeks. The first two to three weeks will involve the placement and compaction of the asphalt. A four week period of no activity is necessary, to allow volatile gases in the asphalt to evaporate so they can come back in and place the acrylic and color layers. Play will be allowed to resume in early March.

I apologize for the delay, but the logistics have been difficult to work out with the holiday and the end of the year approaching. I will be happy to meet with each of you to discuss further if you desire. Please forward this to anyone else who might be interested

Festivals, bazaars and farmers markets are great places to find local crafts and goodies for holiday presents.

There seems to be a real effort to encourage American consumers to buy locally during the upcoming holidays. “Christmas 2011 -- Birth of a New Tradition” is the subject of an email that has gone viral and is being picked up by web sites and blogs of all varieties and persuasions. The opening paragraph reads:

“As the holidays approach, the giant Asian factories are kicking into high gear to provide Americans with monstrous piles of cheaply produced goods -- merchandise that has been produced at the expense of American labor. This year will be different. This year Americans will give the gift of genuine concern for other Americans. There is no longer an excuse that, at gift giving time, nothing can be found that is produced by American hands. Yes there is!”

At Home:

NEVER LEAVE YOUR CHILDREN ALONE

Be sure to lock your doors and windows when you leave your home.

Do not display holiday gifts where they can be seen from a window or doorway.

Leave some lights on.

Leave a radio on.

Leave drapes/curtains in a normal position.

Mark your valuables with your driver’s license number.

Pickup mail and newspapers.

Never give information about your home over the telephone.

Always call police to report any suspicious activity.

While Shopping:

Always keep your children close to you.

Do not shop alone.

Never take more money than you need to make your purchases.

Do not flash your money when paying for items.

Pay with a check card or credit card.

Be aware of you surroundings.

Do not leave any purchases or purses unattended.

Do not overburden yourself with packages.

Carry your purse close to your body.

Your car:

Lock your vehicle.

Use any antitheft devices.

Do not leave any packages or valuables inside the vehicle.

Approach your vehicle with your keys out and ready.

Park in well lighted areas.

Keep your vehicle in proper working order.

If something seems wrong, get help from security or call the police.

Outside Activities:

Dress appropriate to weather conditions and type of activity.

If Walking, Running, or Riding a Bike, wear reflective of light colored clothing.
Be aware of your surroundings.

Obey all traffic laws.

Don’t let yourself become distracted.

Hiking – notify individuals of intended route, estimated length of trip and expected return time.
Be prepared for inclement weather.

Senior/Disabled Garbage Discount Program

Deadline to Renew Applications is Dec. 15

El Paso, Texas – Senior and disabled citizens interested in continuing to participate in a discount program for solid waste fees must file a new application by December 15, 2011, the City of El Paso Environmental Services announced today.

The program offers a 20 percent discounted fee to people 65 years of age or older and to those who meet the program’s 100 percent disability requirement. Annual re-enrollment is required. Customers currently receiving a senior/disabled discount, who do not renew their applications by the deadline will be dropped from the program.

Applications for returning customers and for new applicants are available online at: www.elpasotexas.gov/environmental_services/senior_disabled.asp. Applications are also available at the following locations:

This little guy was being chased by a mockingbird this afternoon. I figured you would know this bird. Lee and I thought it was a Texas Cardinal if there is such a bird.

He is still out there flying back and forth between our house and the electric wires and still being chased by the mocking bird.

Nice afternoon today for outdoor activities we sure are lucky in our little corner of Far West Texas/New Mexico.

Comments from friends and neighbors and even passer-bys were all pretty much the same: "It's great," they all agreed, "that there is a group that still puts on wholesome activities for kids and families at Halloween." The Newman Park Neighborhood Association annual pumpkin carving is just that: wholesome . . . and fun. "Thanks for doing this year after year," said more than one parent.

Many people just dropped by to purchase pumpkins. Others stayed to carve with their children. Many of the scarecrows were sold before the event and now there are 4 left. "The scary ones got purchased," Robert Taylor said. He and Catherine Bachtold and Sally Sauli got together to make scarecrows this year. The 4 left will make great fall and Thanksgiving yard decorations. Just contact Treasurer Robert Taylor to purchase your Autumn/Thanksgiving yard scarecrow decoration.

Also on sale were Fighting Chihuahua T-Shirts. Someone purchased a T-Shirt to send to a sister in Chicago. She's a Chihuahua lover - God bless her. Her Chihuahua was entered into a dog race along with the likes of Great Danes. Who won? Her fighting Chihuahua!

NPNA Board members were busy on Saturday making scarecrows to sell at this year's pumpkin carving. That event will take place this Saturday (October 29th) from 10 until Noon at the playground of Newman Park. Pumpkins are $3. Fighting Chihuahua T-Shirts as well as scarecrows will be on sale.

At midnight on October 11, 2011, Newmanista David Chew will resign as Chief Justice of the Eighth Court of Appeals. Read the above El Paso Bar Journal interview by Clinton Cross. David and Mandy are planning a move to McAllen, Texas where David will be working in the industrial real estate industry.

Gov. Rick Perry has appointed Justice Ann Crawford McClure as the first woman Chief Justice of the Eighth Court of Appeals.

David is the brother of Newmanistas Linda Chew (Judge of the 327th District Court) and Patricia Chew (Judge of Probate Court Number One).

Inventive Piña Brothers to Upscale When?

According to Rep. Susie Byrd, grocer Mike Piña indicated that it was his company's intent to really spruce up the Quality Food Mart on Piedras and Porter as they had done to other stores they had purchased. He made the same claim over two years ago!

Compare the picture above taken today to one taken from the same street corner in September 2009! See the September 30, 2009 Newman Park blog post. See any differences? Anything spruced up? There's a new tortilla factory inside but that's about it. Meat selection is poor and the produce must be what's left over from the Vista stores.

Byrd recently inquired what Piña and his brothers intended to do with the other Quality Food Mart on Wheeling and Alabama. It has been closed for several months now. Owners of the Vista Markets, the Piñas have decided to close it because of low volume sales and that they had it under contract for a Dollar Store. A Dollar Store!

I might add that, while I was taking the picture above, I was briefly approached by a woman who seemed to me to be a hooker. She left me alone (and didn't solicit me) as she could probably tell I was more focused on the photography. I saw her later working the ticky-tacky bars a block up and across the street from the non-spruced up Quality Food Mart.

These places border our Newman Park neighborhood where great things are happening. But it is time to do better with our businesses on Piedras and Alabama. Time to do a lot better.

Help Police Track Crime Patterns

Commander Mark Austin of the EPPD Central Regional Command visited with members of the Newman Park Neighborhood Association Board during their regular meeting last Saturday. Commander Austin was accompanied by Neighborhood Relations Coordinator, Leslie Canada.

Addressing several recent concerns voiced by Association members, Austin stressed the need for neighbors to help police identify crime patterns. Even if someone takes a small item from the yard (a flower pot, a solar light), it should be reported so that police can track the pattern or trail of the thief. He mentioned that storage sheds have been a recent target of thieves and asked that people keep their sheds locked. He also said that suspicious persons or situations should be reported - vehicles parked in alley ways or persons or cars not normally "belonging" to the neighborhood were two examples. He emphasized that neighbors should talk to their neighbors and know what is happening.

This past Saturday Representative Susie Byrd received the coveted traveling trophy won by the Newman Park Neighborhood Association Fighting Chihuahuas at the 2nd Annual Park Olympics. Newman Park Neighborhood Association President Jim Tolbert presented her and her Assistant, Judy Gutierrez, with the prize. They will display it proudly at the El Paso's District Two office at City Hall during the coming year. Although Chuy, the trophy, will be up for grabs again next year, Las Vegas odds makers are already saying that the Mexican mongrels are the odds-on favorites to win again.

The shape of someone's hibachi has been burned into the grass at Newman Park.

Recently there have been two instances of the consequences of hibachi use on the grass in Newman Park. The most recent and egregious happened this past Labor Day weekend. You can see the result in the picture above.

Nothing is mentioned about hibachi use under park rules for the City of El Paso. The Director of Parks and Recreation, Nanette Smejkal, says that bringing grills to the parks is not prohibited. "Prohibitions are determined by City Council and set forth in Code 13.24."

You would think that common sense would tell anyone to use hibachis or other grills only in the concrete areas – not on the grass!

Ellen Smyth listens and takes notes. She doesn't get defensive when someone mentions a concern nor does she try to explain away a problem. She takes notes. Literally. That's what she was doing at the most recent breakfast meeting hosted by Rep. Susie Byrd. As Director of the City's Environmental Services, she didn't just come to tell about the new jobs her department was taking on. She came to listen.

Beginning this month, Environmental Services adds Animal Services to its existing divisions which include air monitoring, recycling, sustainability, landfills, code enforcement, building inspections and more. Environmental Services does everything from vector control to tattoo parlor inspections to monitoring air for biochemicals and other potentially lethal hazards as part of the City's responsibilities to the U.S. Department of Homeland Security.

Ms. Smyth handed out the brochure Know What to Throw and discussed the City's recycling program. Although glass and grass are not yet recyclable, Environmental Services will be taking the first steps toward composting by purchasing a chipper. She hailed the success of the curbside recycling program. Prior to the program only about 10% of the City's trash was diverted to recycling - now it is 18% and growing. Attendees of the breakfast asked questions about flow control which has been postponed until 2014. Ellen mentioned that Ft. Bliss wants City trash as part of its goal to have all of its power come from renewable resources.

People voiced some concerns and mentioned some problems. Ms. Smyth took notes and wrote down locations. She's a problem-solver not a justifier - a breath of fresh air when too often some in governmental services can't be bothered by the people they serve.

If it’s too good to be true, most likely it is. If it’s too sad to be true, it usually is.

Folks be weary of con-artists. They prey on our human instincts to be good and try to help our fellow man. Most recently in the area of Manhattan Heights (Memorial Park area) a group of con-artists attempted to separate good people from their money. Here is the con: your door bell rings and a well-groomed, polite young man is at your door. He tells you that his grandmother has locked her self out, and neither her or him have cash to pay for a locksmith. He mentions some of your neighbors' last names (probably through mail rummaging), and how they gave him a few dollars, and that he is ten dollars short. (Some good people gave into his con and gave him some money!)

Things to do:

Tell the person that you belong to a Neighborhood Association/Watch and that you WILL call police, to further assist him/them.
Take notes, jot down a good description - head to toe.
See where he/they go next. Is a vehicle being used? Get a description of that vehicle.
Tell them you don’t trust anyone ask to see an ID.

Start a Neighborhood Watch!

Not to do:

Open your door.
Give them your information.
Give them your hard earned money.
Give them a ride.
Provide any other information about yourself or neighbor.

There are many cons out there. All prey on our basic instinct to help.

Stay safe.

Fighting Itzcuintlis and the El Paso Muesum of Archaeology

It's easy to see how the greatest neighborhood association can get a big fat head especially after their triumph at this year's Park Olympics. But a little humility is good for the soul and the Fighting Chihuahuas should take note. In an effort to help keep things in perspective, consider where the Chihuahua comes from. Behold the Esquintle (Itzcuintli in Nahuatl):

As the sign says, although the Itzcuintli is the ancestor of the Chihuahua, it is now the term for "unruly, rude children". Something to keep in mind. Apparently "it" is on the Aztec calendar as well.

Please join Curator of Education Marilyn Guida for a brief free Zip Tour of the exhibit, Settlement Legacy: Native Americans of the Pass of the North at 2:00 pm on Saturday, August 27, 2011 at the El Paso Museum of Archaeology. This tour introduces the exhibit to the public through a casual conversation during which those attending may ask questions and share their knowledge.

The exhibit tells the dramatic story of the foundation of today’s El Paso-Ciudad Juárez region which originates with the Manso, Suma, Piro, and Tigua Indians who, over four centuries ago, founded the missions and pueblos that evolved into our sister cities.

The exhibit was created by Guest Curator Nicholas P. Houser, who has conducted historical research for the Tigua Indians, created exhibits for museums and cultural centers, and has worked with over 36 Native American communities in the American Southwest and Latin America.

Fighting Chihuahuas Get the Gold!

Paco Dominguez slam dunks another point for the Fighting Chihuahuas.

The Fighting Chihuahuas of the Newman Park Neighborhood Association took the "gold" trophy at the Second Annual Park Olympics. Competing against four other neighborhood associations (Manhattan Heights, Kern Place, Mission Hills and Rim Road) the Chihuahuas swept all of the volleyball and tug-of-war contests and did well in enough of the other contests to be certified the victors by an unbiased group of judges from the University of Texas at El Paso. The final point tally was Newman Park-24, Mission Hills-19 and Kern Place-14.

When asked why Newman Park easily won the day, tug-of-war captain and volleyball sensation, Paco Dominguez, responded: "We won because we were the better nourished team. After all, we have Papaburgers, Kiki's and the House of Pizza."

At the end of the contest, Becky Friesenhahn, the head of the Olympics Committee, presented the trophy to Jim Tolbert, President of the Newman Park Neighborhood Association. Tolbert along with NPNA Treasurer, Robert Taylor, then presented Becky with gifts thanking her for her dedicated work as Vice-President of the Association for 4 years and tireless organizer of many of the organization's other events including the Park Olympics.

Radio La Chusma

The very popular Radio La Chusma closed out the day with their great style of music as people from all five Associations enjoyed grilled hamburgers and hot dogs provided by Representative Susie Byrd's office.

Commenting on the success of the event, Becky Friesenhahn said: "Once again, Newman rocked the house!!!"

A Message from El Presidente about Tomorrow's Park Olympics

Greetings Newmanistas,

Tomorrow we will host the 2^nd Annual Park Olympics. Four other neighborhood associations will join us: Manhattan Heights, Kern Place, Rim Road and Mission Hills. There will be plenty of games for all ages – some competitive and some not – but all for fun. I hope all of you can come out and have a great time beginning at 4 p.m. at our beautiful Newman Park. Many of you will want to participate in the games and many of you will want to just enjoy being with your neighbors and cheering those who do compete – again just for fun. We aren’t out to prove anything and we want everyone from all the different associations to have a good time. Around 7 our Association will serve grilled hamburgers and hot dogs. People from different neighborhoods will bring side dishes. There will be plenty of soda pop and water.

Remember to get your Fighting Chihuahua T-Shirt whether you are a team player or team supporter.

As there will be many people enjoying our park and probably more will join us when the very popular Radio La Chusma begins to play at 7:30, expect that there will be more cars parked along our streets. Know that El Paso’s finest plan some extra patrols just to keep an eye on things for us. When you come to the park, please be sure your homes are secure and turn on your porch lights. Love your neighbor – be your neighbor’s keeper as well.

Keep in mind that there are a few simple park rules for our safety. No glass containers of any kind and no alcoholic beverages. Dogs should be on a leash – even Chihuahuas. Always (not just tomorrow) pick-up your dog’s droppings. There are bags for that at the park or you can bring your own. (I have a friend who recycles plastic grocery bags for this very purpose.) Frankly, the park tomorrow may not be the best place anyway for an animal because there will be so much going on. There aren’t too many people who smoke any more. Keep in mind that many people (especially ex-smokers) are very sensitive to cigar and cigarette smoke.

Finally, please help us keep a clean park. There are trash bins and there will be large yard waste bags to accommodate all of our trash. Please pick-up after yourself and your children and help gather any litter.

I’m excited. I’ve been looking forward to this event for a year. Please join me in thanking Becky Friesenhahn especially. She has been the Chief Organizer of this event. Also take time to greet and thank members of the other Associations who also worked very hard to make tomorrow a success and fun for all.

Get ready for the Second Annual Park Olympics! This year your Newman Park Neighborhood Association is sponsoring the Olympics at Newman Park on August 20^th beginning at 4 p.m.

Four other neighborhood associations will futilely take on the Fighting Chihuahuas of Newman Park. They are: Manhattan Heights, Rim Road, Mission Hills and Kern Place Neighborhood Associations.

There will be games for everyone. Points will be awarded to 1st, 2^nd and 3^rd place winners. The Neighborhood Association with the most points accumulated at the end of the evening will take home the traveling trophy. Games for points will include Volleyball, Tug-of-War, 3-Legged Race and a Sack Race for adults; and Tug-of-War, 3-Legged Race, Balloon Shave Cream, Sack Race and an Obstacle Course for children. There will also be plenty of games and activities just for fun including chalk art, hula hoop, piñata, Washa and Pétanque.

Plan now to participate or cheer your Fighting Chihuahuas to certain victory.

Hamburgers and hot dogs will be served at 7 p.m. Then, at 7:30 p.m., Radio La Chusma.

So make plans now. Mark your calendars. Put a big note up on the refrigerator door. Tag the Chihuahua.

In case you missed it, Newman Park surrealist sculptor, Ho Baron, was featured in an El Paso Times story about him and a lesser known artist, Hal Marcus, and their outdoor art. Really now. Can anyone even begin to compete with Ho’s yard art?

Finally, congratulations to Newmanista Willie Kucera who recently celebrated his 106^th birthday. Willie is the oldest member of the Military Order of the World Wars nationwide. The Fort Bliss Monitor Online published this story when Willie turned 105.

General Services Department Gets Handle on Maintenance of Parks

Mr. Stuart Ed, Director of General Services, responds to a concern while Assistant Director, Joel McKnight takes notes for following up.

"We've gained a lot of efficiencies" was the message that City of El Paso General Services Director Stuart Ed brought to Representative Susie Byrd's monthly meeting this morning. For almost a year now, the General Services department has been tasked with maintaining all of the City of El Paso's parks and recreational facilities. Judging by the progress at Newman and many other parks, the decision to task General Services with maintenance rather than the Parks and Recreation Department has been successful and effective.

For example, Newman Park has seen better turf management, new memorial plaques and trash receptacles. Responsiveness and receptiveness to neighbors has been the keynote of General Services care of Newman Park.

To be sure there have been a number of challenges this past year for Mr. Ed and his Assistant, Joel McKnight and their staff. The prolonged late freeze in February and its effect on soil temperature meant the loss of turf at many parks. Because there is only one local sod farm in the El Paso region and they also experienced damaged and dead turf, there has been no available product for commercial use including replacing grass in many City parks. Additionally, the drought has made the situation more herculean.

Furthermore, the City of El Paso has been operating under severe budget restrictions for the last several years - restrictions which have set-back maintenance by the Parks and Recreation Department. Because of the limited budget, Parks and Recreation has been forced to spend resources on program rather than on maintenance. One example of the disadvantages of this budget shortage has been inadequate upkeep of irrigation at Grandview Park which has suffered from improperly-sized nozzles for one thing. Fortunately last year the City decided to do something about the upkeep of its parks and recreation facilities by moving maintenance to General Services so that more monetary resources could be directed toward upkeep and care.

Not only has the General Services budget begun to restore more optimal care of parks, this department already had in place a computer program to track work orders and manage and follow-up on problems in a more timely fashion. Moreover, their utilization of the outside, independent expertise of Texas Agrilife Extension Service under the direction of Dr. Ray Bader has really helped to key in on and solve plant problems.

Through good management, the Department has been able to come up with an additional $100,000 to hire 24 seasonal workers to clean-up litter and clear out dead foliage. Mr. Joel McKnight, Assistant Director, also added that 2 large aerifiers have been added to the inventory which now means that each of the 4 service areas has one. This additional equipment will help with ongoing turf management programs.

General Services has "gained a lot of efficiencies" which is great news for the City of El Paso and its parks and recreational facilities.

Six flags flew along Alabama Street at Newman Park on the 4th of July thanks to generous donations from Linda Chew, Mandy Chew, Donna and Lee Stephens, Mando Castañeda, and Marty Martinez. It was Marty who suggested that the Neighborhood Association purchase enough flags to go eventually around the park on appropriate holidays.

Hummingbirds have become regular residents of the Newman Park neighborhood from spring until their return to Mexico or elsewhere for the winter. Our flowering desert willows and trumpet vines and feeders welcome them. They love the foliage of our mulberry trees for places to nest.

Joyce Wilson Sees Streamlining as Key to El Paso's Success

City Manager Joyce Wilson recognizes Judy Gutierrez for 15 years of service to El Paso

"It's like pushing an elephant up the mountain," City Manager Joyce Wilson said as she described the burdensome rules and regulations that often hold down El Paso and its economy. "This is the most regulated environment I've ever been in," she told central El Paso residents who attended Council Representative Susie Byrd's monthly breakfast this morning at Tierra del Sol.

When it comes to delivering needed services within the restraints of a tough economy, Wilson is the expert as the past few years have well demonstrated. She intends to do more through streamlining department processes, being more customer-friendly and utilizing technology. The City Manager wants a growing economy but a safe and healthy economy as well.

Ms. Wilson recognizes the frustrations with business licenses and the 5th Floor of City Hall in general - frustrations voiced by many candidates in the current City Council elections. Wilson sees a need for offering multi-year licenses while discontinuing licenses for businesses such as shoe shining. She wants to cut back on inspections such as those on restaurants with proven good records while focusing more on those places of business with repeat offenses. Providing better cashier services and doing more business electronically are just two more ways to make doing business with the City more efficient and customer-friendly.

In addition, Wilson sees the need for constant feedback and evaluation. Even her own recent organizational changes are being evaluated for unintended structural consequences. The City will soon hire booking officers so that police will spend more time on the beat and less time with paper work. Just one booking officer means being able to afford 5 or 10 more full time police officers. The City is looking at more solo patrols and a "311" service to take on the bulk of the current 70-80,000 calls to 911 monthly!

Although Joyce Wilson does not see a major change in direction with a new City Council with 2 or 3 new members, she does see the need for that new Council to do more strategic planning especially in the light of even more cuts in funds from the State and the Federal governments. Maintaining the level of services and quality of life which El Pasoans expect becomes more difficult with the current financial restraints especially if nobody wants to raise taxes.

Representative Byrd was out of town so her Legislative Aide, Judy Gutierrez, hosted this morning's breakfast. Joyce Wilson surprised Judy by presenting to her a pin, certificate and letter recognizing Judy's 15 years of service to the City of El Paso. For 6 years Judy worked with the police department in 911 services. She then worked for 3 years in Economic Development where she became noticed by Mayor Caballero's assistant, Susie Byrd, who hired Gutierrez as her assistant after a brief phone conversation. Residents of District 2 have since benefited from Judy's service and Judy has become well-known, well-respected and much loved throughout the District and the City of El Paso.

At its next general membership meeting on July9, members of the Newman Park Neighborhood Association will choose possibly six new members for their Board which consists of 10 members. These 10 members have staggered terms - 5 elected for two years in even numbered years and 5 elected for 2 years in odd numbered years.

Of those up for new 2 year terms, only current President, Jim Tolbert, and Lee Byrd will stand for re-election. Retiring will be current Vice-President, Becky Friesenhahn, former President, Lynn Coyle, and Juan Villalobos.

Recently the Board selected Assistant El Paso Fire Marshall, Orlando Arriola, to finish out the one-year term once held by Sally Sauli. Association members will need to confirm that appointment as well as pick a replacement to serve out the terms of Abbie Majerczyk and Lisa Degliantoni. That's a total of six new members counting current board-appointed Arriola.

During its meeting this past Saturday, the Board outlined some talents that they seek in order to find persons to join the board. They are looking for the following:

A new Secretary who can take minutes
An archivist who can "library" board and Association events and documents and maintain Board member banners
A membership "secretary" who can lead us with the organization of our membership drives and can get membership records up to date
Someone to supervise fundraisers such as the luminaria sales
Someone to help us focus on our relationship with businesses in the area and who can have the vision about our business district

To be on the Board, you need to be a member of the Association which requires a $15/household contribution and residence or ownership of property in the boundaries of the Newman Park Neighborhood Association (Piedras to the mountain; Aurora to Nashville).

If you or someone you know is interested in serving on the board and may be able to help with some of the needs outlined above, please contact Jim Tolbert who will pass your information to the nominating committee of Robert Taylor and Lisa Degliantoni.

The general meeting and picnic is scheduled for Saturday, July 9, and will include the music of the Big Easy.

May is Community Arson Prevention Month. Below is a message from Fire Marshal (and Newman Park Neigghborhood Association board member) Orlando Arriola:

Greetings fellow Newmanistas,

I would like to take this opportunity to convey a fire safety/prevention message to you while also addressing the recent El Paso Times article/Crime Stopper report. The EPFD is investigating a home arson incident in Central El Paso. However please also be comforted in knowing that the incident is considered to be an isolated one.

2011 fire statistics for El Paso, Texas show that the communities in Central (79930) have suffered far less fire occurrences than other parts of the City thus far. All told there have been twenty-eight fires (all types, typically minor in nature such as vehicle, trash/dumpster, grass fires . . . and three structure/residential fires.)

As we proceed through an extremely dry and high fire hazard period, we have been fortunate in Central. As we applaud our community's success, may we also extend the fire safety/prevention example to the rest of our City through positive actions that support this lower fire rate including those initiatives that are directly attributed to our willingness to welcome fire safety in our homes and in maintaining a vigilant watch over our neighborhood.

Please read USFA Community Arson Prevention. You will read about some very helpful community outreach activities that are dependent on being championed and embraced by progressive neighborhood organizations such as ours.

We are also fortunate to have the Sandra Day O'Conner Fire Fighter Academy in our immediate neighborhood. May we continue in community-school partnership toward developing and pursuing the fire safety/prevention initiative.

As always, The EPFD/Fire Prevention Division and I are available to work with both adults and children in the effort and throughout the year. Please keep this in mind as school lets out and the opportunity for potential summer projects presents itself.

The El Paso Museum of Archaeology will hold their annual archaeology day camp for children seven to twelve years old this summer. The camp registration fee is $55 for El Paso Museum of Archaeology members and $70 for non-members. Registration is accepted on a first-come first-served basis as attendance is limited to twelve students per camp. Archaeology Summer Day Camp is an interactive, hands-on course held on the museum’s grounds and in the galleries with a field trip (to be announced). Campers will learn respect and appreciation for prehistoric, historic and contemporary Indian people.

The museum is seeking volunteers with experience teaching elementary and middle school students to assist with archaeology summer camp. Training for volunteers will be held in early June.

People know that the Ho House on the corner of Piedras and Aurora is a special place. The native landscaped yard guarded by "future gods" and gargoyles invites passer-bys into a timeless world of imagination and awe.

This weekend everyone is invited. Surrealistic sculptor and Newmanista, Ho Baron, is having a studio tour this Saturday and Sunday at his home from 10 to 5 both days.

"I imagine a lot of people wonder what I'm doing," Ho Baron told me. "I have most of my work in the basement and side yard, so that's what I'll have open for viewing. I'll have the upstairs closed."

Ho looks forward to seeing so many people at his home. "The more the merrier," he says.

Newmanistas Lose Friend

The City of El Paso and the General Services Department lost one of its own last week with the passing of Mr. Gregory G. Reynolds, the Department’s Land Management Superintendant.

Greg was the Land Management Superintendant who oversaw grounds work at Newman Park as well as other City parks. He was always very responsive to our requests and valued neighborhood feedback.

Greg arrived in El Paso only recently after being hired by the City on May 3, 2010. Prior to coming to El Paso, Greg had an illustrious and distinguished land management career in both the private and public sector. He served in a variety of management positions with several private-sector companies, was a consultant, and provided park and field management leadership at the local government level to many agencies, including several municipalities in Texas and school districts throughout the country.

He began his career working as a consultant from 1995-1998, providing contracted grounds maintenance for school districts in Atlanta, Georgia and Hamilton County Tennessee.

Following his school district contract work, Greg transitioned to municipal park land and athletic field management. He served as the City of Pearland Parks Superintendant and Urban Forester from 1999 to 2001 before returning back to the private sector as Vice President of Operations for Service Corporation International. While at Service Corporation International, he provided executive oversight to cemetery operations and turf management in the multi-state markets of Texas, Colorado, Oklahoma, Florida and Alabama.

Greg returned to Texas municipal park land management from 2004 through 2007, where he served in a variety of capacities as the City of Midland’s Assistant Manager of Parks, the City of Del Rio’s Parks and Recreation Director, and the City of Gillette’s Parks Superintendant. Prior to being hired by the City of El Paso, Greg served in the state of California’s second largest school district as the San Diego Unified School District’s Landscape Services Manager.

Greg Reynolds’ family will be honoring his memory and celebrating his life on Saturday April 2, 2011 at 11:00 at Mulkey-Mason Funeral Home located at 740 S. Edmonds Lane, Lewisville, Texas 75067 (972) 436-4581.

Greg will be cremated as he wished. His family will take him to his beloved White River in Arkansas where he spent many wonderful times and where his father’s ashes were spread less than a year ago.

In lieu of flowers, Greg’s family has requested that donations be made to either the American Heart Association or the American Diabetes Association in his memory.

Radio La Chusma and Jon Hogan headline a benefit concert right in our own backyard this Saturday evening, April 2nd. The concert will be held at the McKelligon Canyon Amphitheater.

Mayor John Cook says: "All the proceeds will go to our Feeding the Nation's Homeless Foundation and it's going to be a great concert!"

Of course, La Chusma is just warming up for their August 20th gig at Newman Park.

Joseph Savage, a retired Division Chief of the El Paso Fire Department and now a Fire Technology teacher at Austin High School's Sandra Day O'Connor Academy, and his students put together the power point presentation below in concert with the El Paso Fire Department for fire safety programs. Mr. Savage and his students assisted the Fire Department at their first ever community outreach program this past Saturday at Newman Park.

Assistant Fire Marshall and Newmanista Orlando Arriola called the event at Newman Park a success: "We provided 21 home safety surveys within the immediate neighborhood and also installed or issued 21 smoke detectors and 21 carbon monoxide alarms. An additional six requests were placed at the command post at the park for home surveys and smoke detector/CO alarm installations and the Fire Prevention Division will be following up in meeting those requests."

EPFD Holds First Ever Fire Safety Day at Newman Park

The Newman Park Neighborhood Association hosted the very first City of El Paso Fire Department fire prevention day. Fire Chief Drozd, Assistant Fire Marshall (and Newmanista) Orlando Arriola, and former Fire Academy now Austin High School teacher, Joe Savage, were on board with fire inspectors and AHS Sandra Day O'Connor Fire Technology students to conduct home fire inspections and install 20 free smoke/carbon monoxide detectors.

New Signs

El Paso Transportation crew member installs new street sign with lower case lettering

Newmanistas will start seeing all new street signs. The older "ALL CAPS" signs are being replaced by street signs that contain lower case letters. FRANKFORT is now Frankfort. Why? Jim Stingl of the Milwaukee Journal Sentinel relates what an official from the Federal Highway Administration (FHWA) told him:

"Using all capital letters takes up more space on the sign, leaving less non-letter space, and therefore making it a bit harder for the eye to distinguish the word, he said. It's a difference of a split second, but saving that time can help a driver make a quicker and safer decision about whether this is where to turn.

"He said the new rules are contained in the Manual on Uniform Traffic Control Devices, or MUTCD. Let me make that easier for you to read - Mutcd."

Hospitality Is a Spicy Bowl of Yummy Menudo

Newmanistas love to show their hospitality. This past Sunday Walgreens employees stopped by teh Friesnehahn home for some delicious menudo. They had volunteered that day to help clean-up litter and other debris along Scenic Drive as part of a year-long program with Keep El Paso Beautiful. Micheal and Becky Friesenhahn opened their home to the volunteers as a way for the Newman Park Neighborhood Association to say "thank you" to Walgreens. Just about everyone agreed that Becky's menudo was some of the best that they have ever had!

What a great way to start our Spring Break here in the Newman Park neighborhood. The Fire Department will be here (with their big flag) to give neighbors fire prevention information from 10 a.m. until 2 p.m.

Smoke detector installation and home fire safety walk-through surveys of homes will be provided free of charge for neighborhood residents requesting the services at one of the many canopy/tables set up by the department in Newman Park. You can also call the Fire Prevention Division at 915-771-1090 and make an appointment for this Saturday. Since smoke detectors will be installed on a first come first served basis and based on available supply, phone-in appointments prior to Saturday are encouraged.

Vulnerable Road User Ordinance Goes Into Effect March 1

The Vulnerable Road User Ordinance was passed on December 7, 2010 and scheduled to take effect March 1, 2011.

This Ordinance is intended to provide protection of Vulnerable Road Users.

WHO IS A VULNERABLE ROAD USER?

Pedestrian, runner, physically disabled person, highway construction/maintenance worker, tow truck operator, utility worker, person on horseback, a person operating equipment other than a motor vehicle, including, but not limited to a bicycle, hand cycle, horse-driven conveyance, or unprotected farm equipment, a worker with legitimate business in or near the road or right-of-way, or stranded motorist or passenger.

WHAT MUST A DRIVER DO

An operator of a motor vehicle passing a Vulnerable Road User operating on a highway or street shall:

Vacate the lane being used by the Vulnerable Road User if two or more lanes exist

Pass the Vulnerable Road User at a safe distance, three feet if the operator’s vehicle is a passenger car or light truck and six feet if the vehicle is larger than a light truck to include commercial motor vehicles

Operators of Motor Vehicles making a left turn at an intersection, alley, or private road or driveway shall yield right of way to a Vulnerable Road User

The operator of a motor vehicle may not overtake a Vulnerable Road User traveling in the same direction and subsequently make a right turn in front of the Vulnerable Road User unless the operator is safely clear of the vulnerable road user

An operator may not drive a vehicle in a manner that cause intimidation, harassment or threatens a Vulnerable Road User.

DEFENSE TO PROSECUTION

It is a defense to prosecution under this section that at the time of the offense the Vulnerable Road User was acting in violation of the law.

The operator of a motor vehicle must create a safe environment for a Vulnerable Road User by giving them space on the road and yielding the right of way.

Shoe Drive Helps School and Rescue Mission

Lindsey Williams' efforts to collect 50 pairs of shoes to benefit the Rescue Mission of El Paso also helped raise money for a new playground for her school, La Fe Preparatory.

Lindsey ended up collecting 123 pairs of shoes and planned to give them all to the Rescue Mission. However, according to her father, after taking her project to school, "there turned out to be a tremendous buzz around campus. Parents were trying the shoes on and having their children try them on as well."

The school principal approached the Williams family and suggested that some of the shoes could be sold for $2 a pair to help raise funds for a new playground. 32 pairs of shoes were sold thus raising $64 for the playground. The remainder of the shoes were taken to the Rescue Mission of El Paso.

Dr. Dave Williams thanked the Newman Park Neighborhood Association for its help. "Our neighborhood should feel proud that we raised enough shoes to benefit two worth organizations," he said. "That is what El Paso is all about."

Help Collect Shoes

Lindsey Williams sorts through shoes that she has collected for the Rescue Mission of El Paso.

As part of coming closer to 100 days of school, La Fe Preparatory School students are completing projects with 100 things in them - "hello" in a 100 different languages, necklaces with 100 beads and so forth. However, Lindsey Williams and her family wanted to do something that would also help people. Her father, David Williams, a podiatrist, suggested collecting 50 pairs of shoes to be given to the Rescue Mission of El Paso. As of today, Lindsey is just 15 pairs short of her goal but wants to exceed it.

Dr. Williams says that the shoes "can be any size, any style. Used is fine; but they should be in good condition. Remember, people are going to wear them."

The project is due this Friday, January 28th. "We really need everyone's help to pull this off," Lindsey's father told me. "Let's show El Paso what is possible if we all work together!"

Lindsey is also involved with Girl Scout Troop 277 at La Fey Preparatory. Since it is time to order Girl Scout cookies, you can also order your cookies using the same contact information.

Last Saturday Newman Park Neighborhood Board members held a strategic planning meeting. Attending were Vice-President Becky Friesenhahn, Treasurer Lee Byrd, Lynn Coyle, Lisa Degliantoni, Robert Taylor, Secretary Sally Ann Sauli and President Jim Tolbert. Their special guest was our City Council Representative, Susie Byrd. Here are the goals for 2011:

Patricia Chew Sworn-in as Judge of Probate Court

Yet another scion of Wellingon Yee Chew and Patricia Howe Chew became a Judge in El Paso County this past Wednesday, January 4, 2011. Newmanista, Patricia Chew, was sworn in by her brother, Chief Justice David Chew, as presiding Judge of Probate Court 1. Winning the overwhelming endorsement of El Paso's legal community, Pat easily defeated her opponent in last spring's Democratic primary. She ran unopposed in the November general election. Sister, Linda Chew, presiding Judge of the 327th District Court, swore in the staff of Probate Court 1. Honored guests such as Queta "La Liz" Fierra and Ramona "Monchie" Torres joined a packed ceremonial court on the 12th floor of the El Paso County building to be present as Patricia Chew was sworn-in.

It's a White New Year

It's not a white Christmas but it is a white New Year's for sure. The first winter storm of 2010 blew into El Paso yesterday and painted neighborhoods including Newman Park with soft, pristine snow.

Notre Dame beat the University of Miami 33-17 in the Sun Bowl today in temperatures just above freezing.

It's snowing again this New Year's Eve night. A lovely end to 2010 and a beautiful beginning of 2011.

Newman Park Christmas Begins with Cookies, Santa and Caroling

Newmanistas gathered last evening at the home of Becky and Michael Friesenhahn for cookies and milk. Santa Claus and Father Ken Ducre joined them. After some merry caroling down Altura Avenue, the party ended at House of Pizza.

Santa (NPNA Board member, Robert Taylor) read St. Luke's Christmas story to a large gathering of children and adults. He was followed by All Saints Catholic Community pastor, Father Ken Ducre, who read Xavier Garza's Charro Claus and the Tejas Kid published by Cinco Puntos Press.

After Santa gave away bags of fruit and candy to the children, the Yule party-goers went caroling eventually finishing at House of Pizza where they ate and concluded their holiday merriment for the night. Former Newman Park President Lynn Coyle organized this year's caroling.

Holidays are Good Times for Families to Share the El Paso Outdoors

Lisa Degliantoni's and Dave Ford's son, Miles, braves a tall cottonwood to gather mistletoe during a river walk yesterday.

Newman Park families joined some of the Elpasonaturally/Sunrise Hikers for a nature walk along the Rio Grande beginning at Country Club Road. Their objective: exercise, fresh air and mistletoe to add to their home holiday decorations. Unlike last year when mistletoe was plentiful, only a few sprigs of this hemi-parasitic plant could be found. Nevertheless, one cottonwood yielded the herb that legend says killed Baldur. More mistletoe was found among a stand of willows. An old and large cottonwood on the east side of the river was loaded with the treasure.

The holidays mean more time for family outings. So, what can be better than the beautiful outdoors of El Paso, Texas. Nearer to the neighborhood is McKelligon Canyon. Cooler mornings make the five-mile round trip walk a great way to enjoy the scenery and get in shape. The end of the canyon provides easy access to the ridge of the mountain and begins the Ron Coleman Trail which culminates at Transmountain Road.

Cindy Milazzo Stars at Titovets Art Show

Cindy Milazzo was one of the exhibitors at this past weekend's art show by the Titovets School of Art. Although not currently a student, Newmanista Cindy Milazzo, worked with Aleksander and Lyuba Titovets for three years. Her oil painting, a copy of a detail of Gustav Klimt's "Hope 1" sold quickly at the Titovet's 10th Anniversary Celebration of Student Art Show. The Klimt masterpiece now hangs in the National Gallery of Canada in Ottawa.

The Titovets graduated with Master of Fine Arts degrees in St. Petersburg, Russia and in 1992 immigrated to El Paso. They since have received numerous regional and national awards for their paintings. Aleksander Titovets painted the official White House portrait of First Lady Laura Bush.

"My experience with the Titovets has been exceptional," Cindy reported. "They've taught me more about color, light and the nuts and bolts of painting than I learned during many university studio art classes. The opportunity to work with them has been wonderful.

According to Cindy, "the Titovets teach pure Impressionism which uses quick, spontaneous brush strokes to paint light and define form."

"They are an El Paso treasure," she says. So is Cindy Milazzo.

New Traffic Signs Advise Motorists to Watch for Children at Newman Park

New signs warn motorists to slow down for children and others at Newman Park.

At their November meeting, Newman Park Neighborhood Association board members discussed the excessive speeding along Alabama Street past the park. All admitted having concerns about the safety of pedestrians and children.

Following the meeting, Association President, Jim Tolbert, emailed Representative Susie Byrd and asked what could be done - perhaps flashers similar to those near Our Lady of Guadalupe. Rep. Byrd asked Ted Marquez, the Deputy Director of the City's Department of Transportation, what he thought. Marquez advised that flashers installed cost $45,000 - by city ordinance, all at the expense of the neighborhood association. He suggested that a more cost effective alternative would be the installation of speed feedback signs at $4,000 per direction of travel.

Tolbert asked if simple warning signs could be installed. Marquez said that his Department would absorb the cost of those signs. Recently, the City's DOT installed two signs indicating children at play - one on each side of Alabama by the park.

What is the perfect Christmas present that you can give right now? Two sweet, little Chihuahuas.

One of the two dogs is microchipped, but there is no trace to his owner. This little black dog came from Pet Guardian; but whoever adopted him did not register his microchip number. The two dogs absolutely love each other and are inseparable. The little black one is a male and the bigger Chihuahua is a female and tan in color. They have a really sweet disposition and are great with kids. Anyone who wants to give these adorable dogs a wonderful home, can call Kristin Perez at 241-6694.

Location: Various

El Paso, Texas – El Paso, an All-America City for 2010 continues to see a decrease in overall crime. Through Saturday, October 23, 2010 overall crime is still down 1%, compared to this time last year. The crime categories with the largest decreases across the city are Murders, which are down 80% (10 in 2009 compared to 2 in 2010) compared to this time last year, Burglary of Vehicle’s are down 23% (2,670 in 2009, compared to 2,049 in 2010) and Vehicle Thefts are down 14% (1,486 in 2009, compared to 1,283 in 2010).

By Police Region the Central area has a decrease in overall crime by 5%, Northeast area is down 3%, Mission Valley area has no change 0%, Pebble Hills area is up 3%, and Westside area is down 3%.

Murder is down 80% with 2 reported for 2010, Robbery is up 7%, Assaults are up 5%, Burglary down 6%, Larceny down 4%, Vehicle Thefts down 14%, and Burglary of Vehicle down 23%.

Burglary of Vehicles are down in the Central area by 33%, down in Pebble Hills by 25%, down in Mission Valley by 24%, down in Westside by 17% and down in Northeast by 11%.

Fungi Mungle to Perform Benefit Dance this Saturday

Newmanista, Cody Ritchey, and the rest of the Fungi Mungle band will perform a benefit dance to support 1970 Austin High School graduate, Norma Ramos, in her battle against cancer. All are invited to enjoy the group that has been voted 4 times as "Best of the Border" and 5 times as Best of the Best Award Winning Group.

The benefit dance will be this Saturday evening from 8 until midnight at the Wild Wild West Ballroom at 7141 Stiles.

Tickets are just $10 per person.

Newmanistas were well visited with happy trick-or-treaters on Sunday night. Ho Baron's home with its collection of surrealistic sculptures displayed throughout the yard and gardens drew an estimated crowd of 1300 people by 9:30 when they closed-up. They gave out 60 pounds of candy. The interacting living statues were exquisitely beautiful.

Trick-or-treaters are bound to run into this witch and ghosts this Halloween.

Newmanistas are getting ready to greet trick-or-treaters again this Halloween. Many will likely be greeted by the scarecrows and jack-o-lanterns from the very successful Pumpkin Patch last weekend.

Once again the big excitement will center around Ho Baron's home on Aurora and Piedras. Ho sent this invitation to his neighbors in the Newman Park Neighborhood Association as well as to members of the Manhattan Heights Association:

"I'll be featuring two 'living statues' to entertain at my house this Halloween ever from 6:30 to 9:30. I've had a 'living statue' in front of the house as I hand out candy for the past 4 years; and this year there will be two on stands, spot lit and interacting. The concept of 'living statues' has become common on walking streets in larger cities, but it's rare to see this 'performance art' in El Paso. You all are invited to pass by."

Last year Ho Baron had one 'living statue'. This year there will be two.

Baron's art is one of the richest treasures of the Newman Park area.

Newmanistas and their friends had a sunny, temperate morning this past Saturday to enjoy the Pumpkin Patch. 70+ people carved and decorated pumpkins and took home beautiful wreaths and scarecrows.

Event organizer, Becky Friesenhahn, thanked her team members:

YOU ALL WERE AWESOME!!!! I am so thankful for everyone's help on Saturday! I could not have done this with all the great help and cooperation from everyone! It was fun making the scarecrows and then seeing it all come together on Saturday!

There were 135 pumpkins for the occasion. Now there are only 18 along with just 5 scarecrows. These are available at the Friesenhahn home (2405 Altura - look for the Chamizal-size flags). The pumpkins are just $3 each and the scarecrows are just $15 each. You don't need to ring the doorbell. Just put your cash or check in the mailbox. It's the honor system.

There will be more than pumpkins to carve or decorate at this year's Newman Park Neighborhood Association's pumpkin patch. There will also be scarecrows for your yard! A number of Newmanistas have worked very hard the past two weekends to create Halloween/Autumn scarecrows that you will just love.

The pumpkin patch will be held at Newman Park this coming Saturday, October 23, beginning at 10:30. Pumpkins will be available to purchase for $3 each to carve or decorate.

Prior to the pumpkin patch, Newmanistas will have their Fall General Meeting at 10 a.m. with Judy Gutierrez and Susie Byrd. Judy's guest will be Hugo Navarro, Field Operations Supervisor with Animal Control.
