By registering your car in the H.E.A.T. program, you authorize police to stop your vehicle if it is seen being driven late at night or early in the morning. Police will stop the car and make sure that the driver is the owner or someone authorized to drive the vehicle.
Officer Slack told Nemanistas at a recent meeting that most cars "go south". In addition, he sent these statistics about the make and model of cars most frequently stolen:
